Dream Pipeline

Dream Pipeline is a groundbreaking initiative launched by Ukraine to coordinate and track the country's post-war reconstruction efforts. Here are the key details about this transformative project:

1. Digital Reconstruction Ecosystem for Accountable Management (DREAM):

   - DREAM is a fully transparent electronic platform designed to manage all stages of reconstruction project implementation.

   - It serves as a one-stop platform for Ukraine's citizens, government, and donors.

   - Through DREAM, the planning and execution of reconstruction projects become accountable, efficient, inclusive, and sustainable.

   - The system creates a single pipeline connecting communities to funders.

   - Transparency: DREAM collects, organizes, and publishes real-time open data across all reconstruction stages.

   - Accountability: Anyone can monitor project effectiveness and efficiency.

   - Government Involvement: Over 200 government users and 5,000 projects are already part of the system, spanning 24 government departments and 190 municipalities.

   - International Collaboration: DREAM involves international partners, ensuring trust and capacity-building.

   - Beyond transparency, DREAM integrates real-time damage assessments, budgets, project planning, procurement, and delivery.

   - It empowers Ukraine to rebuild thousands of homes, schools, hospitals, and kindergartens.

   - By tracking every dollar, euro, pound, and hryvnia, DREAM ensures efficient and transparent reconstruction progress.

4. Collaborative Development:

   - The DREAM ecosystem was jointly initiated by the Ministry of Community, Territories, and Infrastructure Development and the RISE Ukraine Coalition (comprising 40+ Ukrainian and international organizations).

   - The Open Contracting Partnership is actively involved in building the system, emphasizing transparency and coordination.
